A Career Marked by Excellence
Mr. Floyd began his career with the City of Atlanta in 2014 after earning a Bachelor of Business Administration from American InterContinental University. Initially, he only joined the public sector to gain work experience. However, he soon realized the high-impact nature of municipal procurement.
Inspired by the opportunity to serve as a good steward of taxpayers' money and champion small minority businesses, Mr. Floyd's one-year plan evolved into a decade-long commitment to public service.
Over the years, Mr. Floyd held pivotal roles. A few positions include innovation resources director, senior systems administrator and ERP program manager. He gained a comprehensive understanding of the City's operational and technological infrastructure.

Leading the Way in Procurement ModernizationA career milestone for Mr. Floyd is his leadership in implementing Atlanta's Oracle e-procurement platform and revamped website. This project revamped the procurement processes, making it fully digital, which led to increased efficiency and reduced costs.
Additionally, Mr. Floyd created the Department of Procurement's Center of Excellence, the first of its kind at the City. He also established DOP Academy which hosts monthly training sessions for user agencies and suppliers. These initiatives have bolstered communication, enhanced operational proficiency and nurtured stronger partnerships.
Setting a New Standard
Mr. Floyd holds Lean Six Sigma Black Belt, Agile Project Management, and Supply Chain Manager certifications. He leverages his expertise to blend strategic vision with practical execution. His approach has set a benchmark for excellence in procurement.
In 2024, Mr. Floyd was honored with the Supply Chain Advocate of the Year Award by the Georgia Minority Supplier Development Council for his dedication to small and minority businesses. He also received the Top 50 Supply Chain and Procurement Professional Award. These accomplishments further solidify his reputation as a leader in the sector. He was also a featured guest on the "Modern Business Operations" podcast discussing Overcoming Challenges in Public Sector Procurement.
When asked about the secrets to his success, Mr. Floyd attributes it to his unwavering faith, diligent work ethic and the support of mentors. Above all, his passion for public service remains the dominant force behind his achievements.
Aspiring to Accomplish More
Mr. Floyd's dedication to the field is reflected in his active memberships. For example, he is a member of the Georgia chapter of NIGP: The Institute for Public Procurement. He is also a member of the Oracle Procurement Customer Advisory Board. These affiliations indicate his quest to continue learning so he can maintain the highest standards in procurement.
After departing from his role with the City, Mr. Floyd embarked on a career as a freelance consultant. In this capacity, he has assisted both governmental entities and private sector organizations in navigating the complexities of municipal procurement. Drawing upon his expertise, he provided valuable insights into leveraging best practices aimed at enhancing diversity and ensuring equity in outcomes. Throughout this time, Mr. Floyd focused on positioning himself for the next pivotal phase of his professional journey, seeking opportunities that aligned with his skill set and values.
