Salt Lake City Plumbers Support Passed Bills from 2025 Legislative Summary

-- Breathe Utah, an initiative seeking real and practical solutions to Utah’s air quality problem via increased awareness and engagement among youth and adults, released its 2025 Legislative Summary, a large part of it focusing on Construction Industry Amendments (HB 313). This includes changes to to the Ultra Low NOx water heater rule, with a number of local SLC plumbing services companies such as Stallion Plumbing and Drains showing support of the fourth substitute to HB 313, adopted on the Senate floor.

Adopted after the 2016 legislative section, this important air quality rule has been responsible for significantly reducing NOx emissions from gas-fired water heaters, accounting for nearly 300 tons per year reduced in the PM2.5 Serious State Implementation Plan.

“While the rules applied statewide at the request of industry stakeholders for ease of distribution and supply, this latest bill changes the rule to apply to only the non-attainment areas of Utah for both Ozone and PM2.5,” says Alex Sibilla, owner and founder of Stallion Plumbing and Drains. “Though the Division of Air Quality feels comfortable with the change with minimal impact to the SIP credits accounted for by the rule, there are some who oppose the change, as they claim it will lead to installation of water heaters that emit far more pollution; from our perspective, this cannot be confirmed at this time.

“And while Ultra Low NOx water heaters burn 75-percent cleaner than the previous Low NOx models, we here at Stallion do concede that there is no benefit to a consumer purchasing a water heater that emits more pollution.”

According to Sibilla and senior Stallion Plumbing and Drains staff, water heaters must be installed according to the manufacturer’s instructions and the specific requirements of the local Salt Lake City plumbing code, which is based on the 2021 Utah Plumbing Code (UTPC). What’s more, permits are required for water heater replacement, with proper venting being “crucial for safety" while being in accordance with the International Fuel Gas Code for gas-fired water heaters.

Electric water heaters must comply with UL 174 and NFPA 70 provisions, while oil-fired heaters must conform to the requirements of the International Mechanical Code and UL 732. Similarly, solar thermal water heating systems must comply with the International Mechanical Code and ICC 900/SRCC 300.

“The bottom line is that as of July 1 of this year, a Utah state law requires the sale and installation of Ultra Low NOx water heaters only in ozone and PM2.5 non-attainment areas of the state,” concludes Sibilla. “Households may be eligible for a federal tax credit of up to $2,000 for the installation of a qualifying heat pump water heater purchased and installed before December 31, 2025.”
